Bid preparation and facilitation

This project aims to develop a user-friendly mobile application that enhances productivity and organization. Through intuitive design and seamless functionality, users can efficiently manage tasks, set reminders, and collaborate with team members.

Bid preparation and facilitation

ACTT served as the tender integrator and compliance lead supporting a local Timorese firm to prepare and lodge a complete Category A Environmental License submission for Production Sharing Contract (PSC). Our scope covered: ToR architecture aligned to Decree-Law No. 39/2022 and Ministerial Diploma No. 46/2017; EIA/EMP structure and content planning to the national petroleum authority requirements; regulatory pathway mapping and timeline controls; stakeholder engagement design and public-consultation documentation standards; IFC/WB guideline cross-walks (air/noise/water ecology/social baselines); and end-to-end QA/QC and submission readiness (forms, GCC/SCC variance log, response-to-review pack).
Outcome: a single, audit-ready dossier (draft ToR → draft/final EIS & EMP → regulatory submission pack) with operator-grade traceability, clear risk/mitigation registers, and a reply-to-queries protocol that de-risks the national petroleum authority's review and accelerates license issuance.
